ISNA Canada Action Plan 2016-2020

Assalam Alaykum wa Rahmat Allah wa Barakatuh.

As you may know already that the ISNA Canada Board established a Strategic Planning Committee (SPC) for developing a five year action plan based on the current realities of community services and community development. SPC has worked on it for almost a year, conducting online survey of stakeholders, holding a physical meeting of some thirty stakeholders for coming up collectively with a set of goals, objectives and strategies for the Action Plan. The ISNA Canada Administration participated actively in the SPC work and, in particular, contributed to estimating the human and financial resources required for the action plan implementation.

Alhamdulillah, it is my pleasure to inform you that the ISNA Canada Board, at its meeting on August 28, 2016, has approved the Action Plan for presentation to the members, seeking their input, and inviting them to volunteer in the implementation of the Action Plan. The following are the Action Plan components:

The Board identified Financial Accountability as the top priority, and the Youth Participation as the next highest.

Kindly review the Action Plan and let us know what in you view should be the priorities.

Also, let us know which focus area or areas may be of most interest to you, and you may consider volunteering to join the team that will implement those focus areas.

For each focus area, the Action Plan lists a goal broadly and then defines it as a SMART goal, followed by sub-goals, objectives, and strategies. You may contribute by identifying additional objectives and strategies.

We are looking forward to your role as a human resource in the implementation process.

We would also welcome receiving from you other helpful pointers.

The Bylaws Committee is proposing to hold hearings regarding the proposed bylaws. 
Shown below is a proposed hearing schedule.  If you are not available to make a presentation within this schedule then the Committee will hold a subsequent hearing on a Saturday on Sunday.  You may indicate a preference for the date and time, if you consider it desirable.
Date: Friday, August 26, 2016 
Time: 10:00 A.M. to 12:00 noon and 02:30 to  05:00 P.M.
To participate in these hearings, please indicate in writing your intention to appear before the Bylaws Committee Hearings and include your input in writing ahead of the date for the hearings.

Outcome of Motion on Quorum

Assalaam Alaykum wa Rahmat Allah wa Barakatuh,

The responses to the mail ballots on the Quorum Motion were processed  at ISNA Canada HQ on Sunday, August 7.   I have consulted our legal counsel about when and how voting results on the Quorum Motion should be announced.  The advice I have received is shown below.

In the light of this advice, the Quorum Motion is to be presented to the members again for voting at the next physical meeting of the members.  The results from those votes will aggregated with the results of electronic ballots, and the details of combined results would be announced thereafter.

Legal Counsel Advise Text on Quorum Motion.

"Recommendation: Call the members’ meeting when the by-laws are ready to be voted on and include in the notice of meeting a proposal ratifying the acts of the directors in respect of the use of the mail in ballot to determine the issue of quorum; have a vote of the membership present at the meeting confirm the resolution voted on by the mail in ballot; use the ballot count and the vote at the meeting count towards quorum (excluding votes already provided in the mail in ballot)."

Message to Community on Bylaws Process

Assalam Alaykum wa Rahmat Allah wa Barakatuh.

After the ISNA Canada Town Hall meeting on Sunday, August 7, I have consulted ISNA Canada legal counsel Sophia Dunkley on moving forward with the bylaws process.  Text of the advice received is shown below.  Based on this advice, here is a sequence of steps for the pathway forward. 

1.      The Bylaws Committee will meet to review the proposed amendments to the bylaws prepared by the previous board in 2014.

2.      The Bylaws Committee will arrange a hearing session for those ISNA Canada members who have suggestions on aspects of bylaws.  The members will be notified about this session and will be invited to send their suggestions and appear before the Committee to make presentations.

3.      The Bylaws Committee will work revising the bylaws taking into account the suggestions it will receive.

4.      Once the Bylaws document is ready for presentation to the members, it will be posted in accordance with the legal advice, several weeks before a meeting of the members is called for ratification of the bylaws by the members.

The dates for the above steps will be communicated in a timely manner allowing the members to prepare themselves for participation in the discussion on the bylaws.

Legal Counsel Advice Text

"The by-laws, when they have been drafted and finalized by the directors and subsequent to the deliberation of any proposed amendments by the members, may be posted on the website of ISNA-Canada at least 21 days before the holding of the meeting. It is our recommendation that if the by-laws are posted on ISNA-Canada’s website, that there be some measure of control over who can access the by-laws by establishing a secure web portal that requires a user id name and password. The by-laws should only be posted once they are ready to be circulated to the members’ for ratification. It is our opinion that printing and mailing the by-laws to 700+ members would be cost prohibitive and less than efficient.

Prior to the posting of the by-laws, it may be worthwhile to have written consultations with the by-law committee, or to have delegated representatives speak with the by-law committee about specific concerns they may have about governance or by-law related issues. A summary of the key provisions of the proposed draft by-law circulated by email or included in the members’ section of the website would be a good way to open up the discussion, 6 – 8 weeks from the date of the proposed members’ meeting to ratify the draft by-law."
